Well it depends on the algorithm. For example it could be:
If 7 is 9
1 is 9/7
so 12 is 12 x 9/7 = 15.42

I think you've missed out a bit of the question.
Here's one way of looking at it
Suppose 7 right answers in your homework are worth 9 points, what are 12 right answers worth?
this would be 12 x 9/7 points
15.4 (to 1 decimal place)
