Their education system is particular to their province, but this is the norm with all provinces and territories in Canada.
As far as "how francophone is Quebec?" it is their first language. Everyone learns and speaks french, but the very large majority also speak english.

France 'attempted' to claim quebec as part of france not that long ago, what a joke. Just because some quebecans speak la francais. I bet most, like americans, don't like mayo on their french fries though.
