The real answer is that he first appeared in 1979 as a minor character.

Sesame Street-staff writer Nancy Sans once described Elmo's origins saying that "There was this extra red puppet lying around and the cast would pick him up sometimes and try to create a personality, but nothing seemed to materialize."

It wasn't until 1984 when Kevin Clash, a talented African-American pupeteer, performed the character, that Elmo became a "star". According to Nancy Sans, Clash's performance brought energy and life to Elmo, and inspired the writers to develop the character. Making Elmo what he is today earned Clash an Emmy award. i don't know. but i used to watch the show in 1985 and i think he/she was on it. so it must of been 85 or before.
