Hands down a member of the Nuclear Club.

India has never been a member of the Nuclear Non-Proliferation Treaty. It tested a "peaceful nuclear device", as it was described by the Indian government, in 1974 ("Smiling Buddha"), the first test developed after the creation of the NPT, and created new questions about how civilian nuclear technology could be diverted secretly to weapons purposes (dual-use technology). It appears to have been primarily motivated as a deterrent against China. It tested weaponized nuclear warheads in 1998 ("Operation Shakti"), including a thermonuclear device (though whether the latter was fully successful is a matter of some contention).[13] In July 2005, it was officially recognized by the United States as a "a responsible state with advanced nuclear technology" and agreed to full nuclear cooperation between the two nations.[14] This is seen as a tacit entry into the nuclear club of the below nations.

They are officially "in." The only member who is unofficially in is Israel. North Korea is kinda "in" by saying that they successfully tested a weapon after withdrawing from the Non-Proliferation Treaty, but there are doubts as to whether they have a real weapons capability. Also, they agreed to return to negotiations, so if they do, then they'll be "out" again.

Although uninformed people, often Libs, want to think that the US alone tries to determine who should or should not have nukes. All 188 signatories of the Non-Proliferation Treaty and specifically the G8 power have voiced their stance on not spreading the nuclear weapons to new non-nuclear powers. The holdouts are countries like India, Pakistan, and Israel who never signed, and then developed them.

i think its undetermined, the U.S. is not letting anyone else get nuclear weapons because they are afraid that there might be a start of WWIII
