Initially it did mean that, then the problem came. McGruff, a rookie at the time, was selected to be in a special program to help kids understand crime and be friends with the police. He was trained vigorously and quickly(the trenchcoat is proof) rose in rank. The only thing he needed was a slogan. It would be a problem from there. McGruff had attack training and he consistenly went straight for the groin. He had to be retrained and slogan became figurative. It is an awful truth and to this day many criminals still cannot function properly. Stay out of trouble and... well you know the rest.

Maybe if they actually did take a bite out of crime, people wouldn't be so apt to do nasty things. A big chomp on the arm maybe would deter people! After all, life is just a big kindergarten class!

That would be a new twist! I'd love to see a cop chase down a bad guy and bite him! that would be hilarious! Maybe they should ask Dragon Grrl's dog Dragon to bite all the bad guys, and my dog will come help!
