Because there will be investigations into the Bush Admin and Rumsfeld is trying to "Dodge the Bullet". All those scandals are about to come out and he's running scared!!

I haven't heard an official line that I believe but here is my opinion.

Congress does not command the military. That authority is in the Executive Branch. Congress does have oversight authority which I believe will now hold the administration to a higher standard for disclosure. Rumsfeld has no credibility because of past omissions in his briefings (Abu Grab, etc). A new secretary could easily be more effective.

How would you like to see Colin Powell come back as Secretary of Defense? You know he would demand greater policy making authority coming in because of the short leash he had as Secretary of State. I'd love to see it.
