No. The receptacle or switch must have a ground wire attached. The face plate, if metal is grounded through the mounting screws. Plastic face plates do not require grounding.

It depends whether there's an earth connection on the face plate. If there is (say a socket outlet), the mains earth needs to be connected to both the back box and the face plate and the earth wire must be longer than the others. If there is not (say a light switch on a plastic plate) no. The plate screws need to be covered on new installations. They now come with little plastic push-in screw covers that are impossible to get out again.

Most of above is wrong or irrelevant, I know what what you are asking! --- There requires to be a linking wire between the flush metal box and the plate, if the box has adjustable sliding lugs as the box has to be bonded to earth. However if the box has fixed lugs there is no requirement, the plate fixing screws suffice via the earth strap on the back of the socket. This ONLY applies to a sheathed wiring installation, when the earth conductors are connected to the earth terminal on the socket outlet. Regs 413-02-06 and 413-02-18
Halox- If the installation is steel conduit with a metal box then you MUST fit an earth link between the box and plate. 543-02-07

It depends on the material that it is made of. A plastic back box does not. I metal back box does if is connected with plastic conduit and does not have a direct route to earth. If is does have a direct route to earth, ie steel conduit or through the screws on the metal front plate then it doesn't need a seperate earth. If it is metal then it is good practice to add an earth. Also after fitting it should be tested to ensure is is properly wired.

Jayktee has it spot on for this question.
If the accessory has an earth busbar across the inner section linking the screw holes and the flush box has at least one fixed lug , then this is perfectly acceptable as an earth connection.

all metal face plates MUST be grounded....per NEC code...so use plastic and dont worry...and i disagree with another's comments here...I am master electrician of32 yrs and inspector..
