members of the House of representatives are apportioned among the states on the basis of population, with representatives being selected from the district in which they live

the president, however, is chosen by electoral process. while voters mark their ballot for "john kerry" or "george w bush" they are actually selecting electors who will vote for the candidate who receives more votes. the number of electors a state is given is equal to the sum of the state's representatives plus 2 (for the senators)

The senate is composed of 2 members from each state who are elected for a term of 6 years. One third of them are elected in each two year cycle. They are elected my simple majority of popular vote.

The house is based on population. All the members of the house are elected every two years. They, too, are elected by simple majority of popular vote.

The president is elected by the electoral college. Each state has a number of votes in the electoral college based on the number of seats that state has in the house. When a majority of the popular vote in one state goes to a particular candidate in a presidential election, that candidate gets ALL the electoral votes for that state. This is how one can win the popular vote and still lose the election. (Does this sound familiar in recent history?)
