It sounds like you need to have the carb cleaned. I would get someone to do it, they have the right cleaners and there are a lot of little parts in there.

Get a carb rebuild kit for about $20, three large cans of Gumout, a sixpack of beer and spend the evening overhauling the carb.

this is common,the plastic looking floats soak up fuel over time and need to be replaced.the brass floats sometimes crack and fill up.i have drained and soldered these successfully.do a carb kit and it should run like a top.remember to change the engine oil as it may be fuel contaminated

Yea, the float needle valve is sticking, or the float is saturated. Rebuild the carb.
