I'm more interested in knowing if the problems are similar worldwide. Discipline is definitely the #1 problem in the US schools. And it seems that discipline is a bigger problem in the US than in other parts of the world. Just watch HBOs "The Wire" based on real Baltimore inner-city schools. I wonder if such similar situations occur as frequently in say, China, Mexico or Russia?
Is US the only country with a generation of parents who have large number of troubled children in schools?

Lack of discipline is a pretty good answer. You have some students who lack discipline because their situations at home make other things more important than school, or they may not have role models who show them how to be disciplined or what the rewards are for being disciplined. Even worse, however, are the parents who make excuses for their children, and, quite frankly, the children quickly learn how to work the system (as their parent do).
Nevertheless, most students still want the same thing: positive attention. Even the least disciplined student can be successful in a classroom if he/she sees the teacher as consistent and fair. Pretty much every kid wants to hear when he/she had done a good job, and the "bad" kids are usually the ones most excited when they get As.

1. Children who are expecting to be told the answers
2. Parents who want excellence without teaching their children to work
3. Administrators giving into parental whining
4. Budget cuts so there are no supplies, books, chalk etc
5. (where I am) no full time summer school for failing kids
6. No prep time and increasingly more paperwork and documentation

No understanding of the importance of education
Thick kids holding back kids with potential
Kids who have "special needs" clogging up the school system with their problems...send them to a social worker in their own time.
