Plymouth where i live is full of chavs. It's the roughest city in the South West but i'm not sure about the country.
Maybe Middlesborough? Newport and Swansea are meant to be pretty bad too.

I dont know the exact answer but would give you my personal experience and say Bracknell.
I went shopping there today and there was a stall in the main town centre selling ASBO's as joke gifts - they were selling up a storm.
1 in every 3 people had either too much bling, a burberry accesory and/or hoodie.

I've got a friend who's just visited Cardiff. He says it was a real eye opener. Apparently if you think your town is chavy (which we do - so we know a bit about it unfortunately) you need to go and see SOME of Cardiff's residents. I'm only repeating, I have no personal experience of it there.
