Well, this answer comes from my own issue with DVDs and my PC. Turns out I don't have a DVD drive, just a CD drive. As a result, my computer isn't equipped to play/read DVDs. Could this possibly be your problem?
If you do have a DVD drive, try resolving the issue by updating all drivers for your hardware. Also take a look at a manufacuter booklets for your PC as far as how to troubleshoot that particular item.
Your last resort (ugh I almost hate suggesting this) is to take your PC to a computer repair store. I would reccomend Best Buy or Circuit City as a last resort. If you can find a little store that is owner run, it usually turns out more productive.
Also, if it is a new issue and it possibly read DVDs before, perhaps it's something that your renters or home owner's policy covers (insurance wise). You may have to have an addendum on your policy identifying your computer is covered but if this is going to cost money it's a good idea. Somewhat recently my motherboard got fried and the rider for my computer on my renter's policy covered the 900.00 bill to replace all the necessary bits without a deductible.

Do you have a DVD drive? If so then you probably need to re-install the software, re-install the drivers, or get a new DVD drive.

Presumambly because, like me, you don't have a DVD drive. You can buy an external one and plug it in. Put "external DVD drive" into google and you'll find suppliers where you live.
