Dreamweaver is good very simple to get the hang of i cant say the others are rubbish because dreamweaver is the only one i have ever used. Dreamweaver is good if you get it in macromedia studio 8 because it comes with fireworks and flash and all exciting and fun software.

My personal favorite has always been FrontPage. These days Adobe's (Previously Macromedia's) Dreamweaver is the best.

you can add the meta tags yourself into your page. its very easy, here's a tutorial....
