I live in NH and because of 911 any and all structures have to be numbered. They actually had to re-number several towns because of the way houses were so out of sequence. I know on my road the numbers jump around because in between homes there is land that is undeveloped and the town allows for future buildings. Also if you have a home that is on 2 lots , only one being used, the second lot is considered when numbering for the next house.

If there are lots or large yards between the houses that would account for the gaps. It's like that everyplace in the country I've been.
