If the deceased deer is on the side of an interstate highway I'd say yes. State highway patrolmen are required to remove the carcasses. Any you see on an interstate is probably fresh. It's my understanding that in many states they deliver the carcasses to orphanages.

Stay away from any roadkill that has attracted flies or has been bitten by vultures. That's a good hint that the meat has rotted.

I was driving behind a school bus that struck a wild turkey. I harvested the bird and it made an outstanding meal for my family.

It all depends on how long it has been siting there and if all of the end trails are not ruptured. If it is cold out it can stay good for about a day maybe more depending on how cold it is. In hunting camp we let the deer hang for a day or two without the inners in to let the meat age it is about 40° out during the day so it is fine. If you do eat road kill just be careful.

Actually if you do eat a little bit you might bite some gravel and probably improve your pearly yellows and browns you dang hillbilly. Buy some bacon.
