No. You're going to have to trade your food stamps ($2 in stamps for $1 cash) on the street and use the cash to get your chicken. If you live in CA, you're f**ked- Food stamps have been replaced by a debit card system, making trade impossible except by electronic means (and if you had that technology, I sure would hope you wouldn't be tooling around with measly @$$ food stamps)
