I always heard Club Soda, however I am not sure if that will work if the stain is dry.

Take your blouse to the dry cleaner, they may be able to remove the stain, or maybe try the link below.

I hope the stain is still wet. Then you can add some normal salt to it. That will not do the whole trick, but it should at least suck that much of the stain out of the blouse that you can wash it now with special powder or liquid for fine textures such as silk.

You can't. Instead, dye the whole blouse with the red wine.
