I thought they were doing this already in allowing major air polluters to skate and sell their chips to major polluters who then dont have to clean up our air. We also tax the sh..out of cigarttes to cover the liabilities. I am not opposed to the cigarette tax but we are kind of taxing the piss out of one segment of the country and not other segments of the country. So I think, in a way, we are taxed on the air we breathe.
