Yes, bring his credit card & ATM card if he has one. The Cirrus network ATM cards work well in Europe. Also, using an ATM can give you a much better exchange rate than a change bureau. If necessary to change money, do so in a bank in Europe.
Credit cards are accepted all over Europe, I used mine in a market (like a flea market) in Italy.

Yes, he shold bring his credit card (and a money belt to keep it in).
I'd change a few dollars to euros in advance, so that he could purchase things immediately on arrival (like cab rides or train tickets) but other than that I would have him use the ATMs in Europe. There is an extra fee for that, but it's usually a good exchange rate and it won't force him to carry his whole trip's worth of cash around with him. He should take out large amounts at a time, though, so he doesn't have to pay too many ATM fees.

In my experience, it is best to exchange your money in the city you are going to. They charge too much for commission in the US and then give you a lower rate. Always go to a place that charges no commission overseas. Check before on-line to see what the current exchange rate is to have an idea. There are tons of exchange places in France-especially in Paris. Using a credit card is always good because you get the bank rate which is basically the actual rate that the currency is traded on and hasn't been inflated. Hope this helps!

Change into Euros before he goes, if he uses him credit card in a bank machine, they charge per transaction.

Hi! He should exchange his money there! Right when he steps off the plane in France there are money exchange places! Rates are crazy but that will do!

At his local bank. they will trade it either way from euro to us or from us to euro.
