Opinionated but I believe it's between Margaret Thatcher (even though she was evil), good old Lizzie the 1st of England, Katherine of Aragon and Boudiccea.

Queen Vicky. The sun never set on her empire but she did little to earn it herself.
Lizzie the 1st was a close second and arguably did more personally to cause her greatness.
Maggie won a small victory against a corrupt third string power with the assistance of a powerfull ally. She was a high achiever who rose from being a greengrocer's daughter to be PM, this is great, but her bullying of the lower classes will be her legacy to many.
Boudiccea was great, it's a matter of scale, but she could not sustain her victory and push the Romans back into the sea.

Arguably Liz the 2nd (the firm)is the most powerfull, she is still the Queen of several nations, including a permanent member of the UN and the nuclear bomb club. In my opinion her ability to demonstrate how a monarch should act, with true empathy for the welfare of her people, her sense of duty and her innate intelligence is her key to power and she will be remembered not for the glory of war and acquisition, but as an example that constitutional monarchy can work.

Jokingly, at one time Hillary may have been the most powerfull woman on earth, she had the most powerfull man held right by the short and curlies for a while; maybe she will again be powerfull in her own right.
