I tried using epoxy, but that never dried. Should I use the tank sealant? Something else? Also, how do I know if it is too heavy for the tank? It is a 35gallon tall tank and it is approx 16lbs of slate

Its weird that the epoxy never dried because that it was most people use since it is a lot easier then the aquarium sealant. The only other thing that is 100% safe is the aquarium sealant so give that a try, just make sure you don't get that stuff anyplace you don't want it, including your hands, its a pain to get off. 16 lbs is nothing, just the water alone in a 35 gallon weighs more then that.

The only glue you should ever use in an aquarium is 100% silicon. Other sealants are toxic to fish. Silicon will probably not hold 16 pounds of slate together.

Epoxy should have dried, but if it didn't then oh well.
Wal-mart sells silicon sealant/glue that works.
Or you can try the hardware store which sells the silicon glue that will hold the slate together.
I used the silicon glue to glue a lava rock cave for my tank. It held nicely, just took a little while to dry.

Use Aquarium Grade silicone sealant.

16 lbs sounds like a lot to me though... why not find some nice artificial rock that looks like slate but is actually plastic?
