both have a solid, liquid, and gas phase. it's just that to get CO2 in the liquid phase takes a lot of effort and is highly reactive in terms of it quickly evaporates to the preferred state of gaseous CO2. just think of what each is at RT and that will help when you look at the phase diagrams

Water has a liquid state. Carbon Dioxide does not.
