If you're truly interested in just a casual relationship you might take him up on his offer. Keep in mind, though, that he might be "casual" with some other people as well. If that is true, your chances of catching STDs increases with every additional partner and you need to weigh the risks and protect yourself as much as possible.
If you want more than a casual relationship, it's time to move on because chances are he's not going to come around anytime soon and meanwhile you'd be setting yourself up for a lot of heartache.

All guys are different and some are really shy. My boyfriend was really shy too and it took awhile before we went on a real date (which I setup). I have to say that I am so happy we did the "casual thing" first because we became such great friends and I truly believe that is a key to a good long lasting relationship (we have been together 3 years and are planning on getting married in the future).

why do the casual thing first? just because you have to know the other person first.. I mean is just like a personal commitment that you are going to sign, so be4 u do it you have to read it well...
When I was, u know the casual thing with my girl, it took me like 3 weeks b4 we got u know, in a real date
so wait a little bit more... and don't break it down!
