Speaking strictly from the stand point of the alignment of the earth in relation to the sun, it starts on December 22nd.
However, the meteorological winter begins on December 1. The National Weather Service breaks down the seasons by months rather than using the solstices and equinoxes.
It goes like this:
Winter

December, January and February
Spring

March, April and May
Summer
-----------
June, July and August
Autumn
----------
September, October, November
These dates hold true for any location in the United States, not just Minnesota. Acutally, these dates would hold true for anywhere north of the equator, but I am talking about the United States NWS...so I am limiting the points made to the US.

Winter starts at the solstice, and in 2006, this will be December 22 at 00:22 UT. Since Minnesota is UTC-6, this means winter will start on December 21, at 6:22 PM.

Winter "officially" starts at the same point in Minnesota as anywhere else: on the winter solstice, which is generally December 21. This year it is on the 22nd. It is an astronomical thing, and our normal calendar only fits so well into astronomical time.
This is Yule, the winter festival of pagans. Christmas was set to the 25th to try to absorb as much of the pagan traditions as possible, and has done so. Check out "Yule" in wikipedia if you want the details.

Just like last year and the year before that and the year before that and on and on. December 21 Always. And Spring starts officially March 21, Summer starts june 21, and fall starts september 21. Every 3 months there's a change on the 21 st of the month.
