why would you want to do that? Consult your new keyboard's manual to see if it has to be installed. The safest thing to do is shut down, unplug your old one, plug in the new, and start the comp.

For the vast majority of cases absolutely. If your newer keyboard has special buttons that you can map to Windows programs/functions you will need to install the software that came with it.
This may require a reboot.
