Someone said by air you haveto have one starting january 2007, but by sea, not until january 2008

Until the new rules take affect you can use a birth certificate and gov issued picture ID.

Under the Western Hemisphere Travel Initiative (WHTI)

The proposed implementation timeline has two phases:

* On January 8, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document.
* As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

NO !! NO !! NO!!! You do not need a passport if your cruise ship departs from a US port, AND your cruise ends before the end of this year (December 31, 2007). But a passport will be required of all US citizens to reenter the USA starting January 1, 2008. Once you get the passport you will be set for 10 years. The web site below will answer all of your questions about passports. In addition, If you take a cruise this calendar year and for some reason (like you get sick) and have to fly back to the US then you will need a passport.

They're probably going to delay the deadline, but a passport is a magic thing you shouldn't deny yourself. They're easy to get, and give you entry into the whole world. Worth every penny. Trust me, you want one!

I believe you do. Some places you can bring your birth certificate/drivers license and social security card and that will vouch as a passport but I am fairly certain that you need one.
