I was in the philippines just last week, and I bought like a DVD that has 8 movies in 1 which only cost $1.80 and it was great quality too. And I bought DVD quality movies like click, Tokyo Drift and many other for just 80 cents each. And I brought all of them back to the US. IS it legal or illegal?

It may or may not be illegal IN THE PHILLIPINES, let the phillipino authorities go after the DVD pirates. You may have a personal feeling about financially supporting the pirates who deny royalties to the original film producers.
HOWEVER, here comes the real question? Can you even play these DVDs on an American DVD player? America is region ONE (NTSC) and this can be seen on the back of all DVDs sold in America. I live in Europe and this is region TWO (PAL). Normally a DVD player will only play one specific region. But I have learned that a cheap DVD player, 40 to 50 dollars, might just be unsophisticated enough to play both regions! I bought such a DVD player and I can play DVDs bought in the USA and brought home to Europe.
By the way, the Middle East is region 6, but I have not tested region 6 on my machine. I have sent European DVDs to America, (store-bought, not copies) and my American friends cannot play them.
What is the region code of the Phillipines, and are you lucky enough to have a cheap DVD player that plays all regions, like I do?

Buying pirated movies is not a crime. However it's possible that by ordering one from overseas you might be charged with importing pirated materials. It depends on what you are buying. If the movie has not been released in the US, then it is what's called a "Berne Treaty Exception" and you are safe (I I used to order them all the time). How do you know that it was pirated in the other country? How does customs know it's not a kosher movie? It's hard to say for sure without more information, but you would be better off buying pirated stuff from someone in the states--let them take the risk.

DVD pirating is illegal everywhere, the laws just happen to be less enforced in some parts of the world

Uhm.... uhhhh..... Words to look for: pirated. Anything pirated is illegal lol. But some mp3 sites offer songs for a dollar so.... I guess it's ok to do that. : S
