I would guess that it means at the time of purchase. Unless it is used in a sentence such as. What is the point of purchasing that. Then it would me why did you purchase that.

I see point of purchase on my checking account statements. The point of purchase is where you pay for something with your atm/check card, like Jewel or a department store

Point of time in which you purchased something, Receipt, paperwork on goods you purchase... any of this could be considered point of purchase.
