Alright,
First off, I do not reccomend doing this unless you really are responsible enough to follow aftercare instructions, leave your earring in as long as they tell you, and take care of it. A cartilage piercig is a big comittment, they take a very long time to heal. If you feel you are up to it, go for it.
If you do a lot of research today, you hsould be good. First off, get it done at a REAL piercing studio. Not claire's or walmart.
That causes terrible damage to your ear, and puts you on higher risk of infection or contracting something.
Anyway, check out http://www.bmezine.com. look at pictures, read stories and experiences from other people so you know what you're getting into.
Check out risks:

Just tell her/let her know how responsible you can be. It's difficult to say if your mom will let you. But if she has an open mind to it, then you educating yourself about it, doing research, and telling her facts and such should help her know that you are very serious about it. Parents are more likely to be let you if they think you are responsible.
I did this with getting an industrial (not a picture of me, but its an example of an industrial. http://www.bmezine.com/pierce/01-ear/A61103/high/bmepb383161.jpg) and it was before I was 18. It worked. I did all of that, ans my parents were pretty close minded about it, and it still happened.
Oh, and if she says no. Accept it. I ad to wait for a lot of stuff before I turned 18. Just don't get a non-professional to do it, and don't do it yourself. You can really mess things up, especially with cartilage.
Good Luck.
Dying hair is a different issue. Try a convincing story of why she should let you do it...that one was tougher for me to do..

well...I guess it all depends on various factors. I am 18 so I could go get mine pierced anytime. But I considered getting my second piercing and my cartilage done when I was 17. My mom said go for it. When I asked why she said I had enough room for the second piercing and that she didn't care if I had my cartilage pierced. When my sister asked the exact same thing (I want to my ears pierced) my mom told her no. When we inquired to the rationale behind this answer the reply was that my mom thought my sister's ears were to small to handle the additional piercings. She said to wait until either my sister's ears grew (fat chance) or she turned 18. 18 is coming faster than that growth for her ears. Oh well. I still haven't worked up the guts to go get the piercings done. Cartilage takes about a year to heal. Long commitment before it just becomes - put in earring take out earring so to speak. If you are almost 16 then she may let you. She may make you wait until you are 16 or 18. If she says no accept it. Don't fight her and don't throw a fit. Just go with it. Parents like to be respected and tend to respond more positively if you do as they wish. Give it a little time and ask nicely again. Casual persistence may be your best bet. Don't make her pull out her hair but ask again nicely every so often. As for your hair...I waited my mom out of this one. I got a no at 14, a no at 15, a no at 16, and finally at 17 she gave. Probably b/c I was so close to 18. Either way that one took years of casual persistance before she let me. I have naturally dark blonde hair. I wanted light blonde hair. So that's what I dyed it. I didn't go darker but my mom said I could dye it whatever color I wanted. So this may take time as well. Work with her and find out (respectfully...remember parents love respect) why she says no if she does. Good Luck!
Hey and if all else fails (which hopefully is doesn't) you're not to far from 18! (only about two years)

Well, tell her if you let me get my cartlidge pierced then I will do this or that for a week or so. You gotta try and comprimise, and trust me, its not always easy.
As far as you're hair, ask her if you can dye it a deep dark brown, and if you leave it in longer than it says to do, your hair will be darker then the brown really is. So, I would try that out!

just ask her. and for the black hair thing, try using one of those sites where you upload a picture of yourself and put different hairstyles on it. just put a black haircut on there, and show her how good you'll look. if that doesn't convince her, then ask her if you can use non-permanent black dye. if your hair is light enough, it won't wash out. that's how i did it. :p

Just listen to her for now. Your 16 so in 2 years you'll be able to do whatever you want, and that's really not as far away as it seems.

Don't...it hurts. A lot. I went for 3 holes.....in my ear lobe, and I don't use the 3rd...it hurts to have earring in it. Be patient, live with what you have now.
