Its called a GPS !!!! used in many countries for that purpose.

Mobile phones act as GPS devices. your network will be able to track you anywhere in the world as long as your phone is on. I don't know where in the world you are or what the legislation is there but here in England they aren't allowed to give out that information to anyone as far as I know, except maybe the police but I don't know if even they are allowed it

If the person has a cellphone you can sign up to a monthley service witch wil ltell you within a few hundred feet where they are. google cellphone tracking

GPS locators can be installed in vehicles, cellphones etc. They can be injected into pets. I think some manifestation of them may be used in inmates (so even if they escape prison, you'll find them.) Other than in pets, possibly children & criminals, you would have to have someone's consent to tag them & keep tabs on them! Would be pretty disturbing if someone could just tag you against your will. Big brother is watching!

and if you have a cellphone, they already know where you are and where you have been. (if you're doing something criminal just turn it off...)
