It's more important what your skin's undertones are than your hair or eye color. Even with the tan your skintones remain the same.
Back in the 80s the idea of "winter", "summer", "spring" and "fall" skintones was introduced. "Winter" skintones look best in vibrant colors with blue undertones, "Summer"s go for pastels with blue undertones, "Spring"s look best in lighter/brighter colors with yellow or orange undertones and "Fall"s look best in darker colors with yellow/orange undertones.
This holds true no matter your hair or eye color and is not at all related to what time of the year you were born.
A basic guide - look in a mirror, hold the clothing near your face and see if it makes you look washed out (paler), sallow (yellowish), flushed (extra red) or leaves you looking "normal". You want colors that bring out your natural good looks. If you like the way you look in white better than cream you're a "winter" or "summer"; if cream/ivory suits you better you're a "spring" or "fall".
There are shades of red, orange and yellow clothes with blue undertones as well as blue, green and purple clothes with yellow undertones. You just have to figure out what's best for you and find it.

I would say i light blue not a baby blue though, i disagree with wearing red, yes it would looks good with blonde hair but it would make your tan skin look as if it was burny because some many reddish colors try
soft blues
whites
lavenders
for eyes use eyeliner and mascara will make your eyes pop and just a very light smudge of blue dont overdue it then your eyes will look the same

I would go with red if you want to stand out, blonde always look good in red
if you want to bring out your eyes, go with a lavender dress with silver accents, and use lavender eye makeup, I am sure you will look fabulous, have fun

gray is sturdy regardless of if it relies upon on his complexion. On some human beings, gray makes them seems washed out. i might bypass with black Tuxedo, white blouse and a tie that comes on the fringe of your gown. you choose the guy to maintain it ordinary so the attention is all on YOU!

My prom date wore Peach or like a Melon color and she looked beautiful. However, she was a brunette. Still I like those pleasent innocent pastel color tones.

I would say a chocolate color but if want something to shout out at people, try pink, orange color would be pretty.
