Under the act should ladders be kept locked up to prevent unauthorised people from using them?

Yes, and where a ladder has to be left in place, e.g. as part of a scaffolding systen, it must have a board or some other means attached to prevent the ladder's use.

There are no such laws that tell you that you must do that. What you have to do though, is take every step as reasonably practicable to ensure that nobody gets injured (or no property gets damaged) through your undertakings. For example, if you leave a ladder out and a thief can use that to climb into your factory but in the meantime he gets injured then you are at fault because you shouldn't have left that ladder out. Or if kids get injured because you kept your ladder within the reach of those kids then again, you get sued. So, for practical measures you should keep all your belongings locked away so that the general public (or vandals) cannot tamper with it because the you have, what they call, a 'duty of care'. but no law would say that you have to lock your ladder up.

No, I don't think you have to be authorised to use a ladder under the Act. But if it's going to be part of your job you should be trained in using a ladder.

It would be a pretty good way of avoiding any lawsuits from your staff who aren't 'Ladder Trained'

I don't believe so. Wal-Mart keeps those ladders out on the floor where anyone could get a hold of them...

yes unless everyone has been given training and told not to use them etc if they haven't been trained.
