"Let's give a welcome to Macaca, here. Welcome to America and the real world of Virginia."
The worker in question is an Indian-Amerian, Virginia native. "Macaca" is a derogatory term used in France for North African immigrants; it's not completely clear that Allen knew the nature of the term, though it's difficult to imagine he thought the word was anything other than an insult.
Besides the macaca incident, several of Allen's college football teammates came forward with allegations that he regularly used the word "n*gg*r" to refer to blacks and "*******" to refer to Hispanics.

He repeatedly called an man a MACACCA - which is the french equivalent to calling a man a N*GG*R.
His mother was French Algerian - where the term originated from - so his denial of knowing what the word meant doesn't float.
