I remember it as a line in a song by... Blue Rondo a la Turk... a band of the early 80s, who sadly split after only 2 albums.

Don't know who/what it referred to... you've got me intrigued now. I'm going to look into this and add to my answer...

As others have pointed out, Blue Rondo were probably referencing Charlie Parker. Other artists have also released tracks with this title, namely: Max Roach and Wes Montgomery.

Klactoveesedstein was a song off "In a Soulful Mood", the 1995 album by Charlie Parker.

According to google Klactoveesedstein was the name of a Charlie Parker album. Charlie Parker was a jazz musician.

You might want to look into more info about Parker and see if that doesn't lead you to more info.
