Sweet peas try to climb, but they can trail and with the ivy it is likely that the sweet pea will trail (down) and then climb the ivy and then fall (trail) again.
Ivy is happy trailing when there is nothing to climb.

I'm not really familiar with sweet peas but my ivy always cascades down over the sides of the basket very beautifully. This sounds like a beautiful combination to me.

You can get shorter varieties of sweet pea like Explorer, Knee Hi, and Snoopea plants to trail. You will need to pick off their tendrils until they flop, and then they will not be strong enough to lift their own weight back up even though they will want to. They will grow in loops instead.
Ivy may or may not trail, it depends on what kind.

Sweet peas are lovely plants, but they are cool weather annuals. By the end of June or beginning of July around here, they're usually dead.
Grow them for cut flowers and enjoy the nice spicy scent in your house.
