What character and in what movie was there a person that would say, "ecetra, ectera" all the time? They may have even been saying it 3 times in a row instead of 2.

And it's 3 times....
"Etcetera, Etcetera, Etcetera"

It's in the classic movie "The King and I". Love that movie! This particular line was said by the king of Siam who was played by Yul Brenner. He is a good actor, etcetera, etcetera.
