Usually any establishment that serves alcohol has a set time to try and bring people in before the normal rush during the evening.
i.e Happy hour is from 4pm to 7pm. All you can eat and dollar pitchers. Nice slogan huh

it just means you can get real happy at 1/2 the price till 7 o'clock when happy hour at the bar stops.

Its because they aren't usually as busy in the pubs then.
