The chain length on your flush handle to the flapper valve may not be adjusted correctly, so it doesn't lift the flapper valve high enough to get a proper flush.
The other possibility is that your flapper valve style requires a compensator on it that helps hold the vlve open longer, and this is not working correctly. In that case, you may need to replace it.

To be honest .. I think It's something this person is NOT doing deliberately ...... she is leaving her crap floating in the bowl so that SOMEBODY else has to flush it away .. it's as if she is saying I AM TOO GOOD TO DO THIS .. YOU LOWER PEOPLE CAN CLEAN MY CRAP. I had a go worker that would do the same and she, at the time had BIG issues.. and she was making some bizzaar statement like this place is SHYTE. I would do as others have suggested and make an annonymous sign.. laminate it and stick it on the back of the door where she can not help but read it while she is about her Business..... Failing that I would go higher and tell somebody that THAT toilet isn't flushing properly maybe they need to call a plumber. ok .. Now can you please help me ... HOW do you get lazy buggars to change the toilet roll when they finish one?? :) Good luck.

Make sure the flapper opens all of the way, & stays up until the tank drains when you flush the toilet. If it doesn't then replace the flapper.

First off, eat more fiber so that you will need less water.
Secondly, you may need to adjust the chain that connects the arm to the flapper valve. It sounds as though the chain is to long, and the valve is not opening all of the way. Try shortening it by an inch, if that doesn't work then try more.
