I am having near about 8 peer reviewed international publications. i want to submit that to obtain PhD. is there any universities offering such type PhDs. the publications are in one subject only.
let me know the universities having such type of provisions.

If your publications have coauthors, you might have a problem. If not -- you would have to talk to the people at each university.

I understand that you already have the knowledge of a PhD and want to get the certification as quickly as possible. But with 8 publications, you can get a PhD from a top school. Even if you have to write new material, you have proven that you have the ability to do so.

I have a PhD in Finance from Berkeley. One of the people who came into the program with me was in a similar situation. He had already published sevreal articles and had done coursework in statistics and economics elsewhere. He took the bare minimum number of classes at Berkeley, wrote three new papers and got out in three years. He might have been able to ge this degree in one or two years elsewhere -- but it wouldn't ahve been a Berkeley degree.

it is very hard to cheat the professor as they r smarter than u. it is better to do ur own work.
