She probably doesn't realize she's doing it so much. I'd just tell her I am very busy and I'll get back to her when I can. End of story. "Let me text you when I'm not busy." Simple. If she doesn't get it, tell her you're getting charged for every text she sends. Maybe introduce her to some more people she can fill her time with.

Ask her why she does this so much. Let her know you don't mind a few but when she does this all the time it bothers you. If she is a good friend remind her of that, but she doesn't need to call and text you so much.

Say you have no credit. Keep your phone off. Avoid them when you see them around. They should get the message. unlike this annoying lemon-loving girl called Julia who I know. I think today she got the message. Oh Yeah!!!!!!!!!!!
I know that sounds mean, but she isn't exactly nice.
