(2) high density option: build apartments
(3) decentralisation option: move industry, businesses, government offices etc to distant areas

Build more houses. Use obsolete industrial sites. Force urban councils to make all surplus property available for development. Bring back the WWII prefabricated houses with modern design. Allow individuals to construct homes using alternative cheap materials like Bale houses.
