in my opinion, the public.
I don't believe elected officials should have the right to withhold anything.

Unfortunately, the government and media decide what to release and keep secret.
What we see on CNN or the news is only what they want us to see. If we are told something is happen like that, it is shown like that. The media is really just a tool to spin a story the way the government wants it to be seen. Basically, the media delivers an agenda the way the government wants it to be seen.
e.g. 1. Invading Iraq to combat terrorists who are part of 911 and the like - that is what the media and government tells us.
2. hidden agenda is they are really after the oil.
3. that oil story is thought to be the real reason because it leaked out.
4. that is a cover story of a cover story so the real reason never gets found out.
If we were told the real truth why the government decided to do something we would think they are mad.
So, releasing selected info is safer because what we don't know can't hurt them.

Check and Balances.
My proposals:
(Special) National Security Committee.
(4+) VOTE of 6 Senators elected by Congress (HOUSE) every year on Sept 11. of the proposed INFORMATION to be made secret for a 1 years period. ( MUST be re-voted on to reinstate Security)
This proposal WILL eliminate Presidential abuse.

Don't you think YOU should decide!
If you don't want anyone to know anything, then don't say anything and don't write anything. Refuse to surrender your SS# to anyone you feel doesn't need it. ONCE YOU SAY IT, YOU CAN'T TAKE IT BACK, ONCE YOU WRITE IT DOWN AND SUBMIT IT, BE SURE THAT SOMEONE WILL ENTER IT INTO A SYSTEM THAT CAN AND PROBABLY WILL BE ACCESSED BY MILLIONS.
Especially don't brag about possessions you may have.(tracing a purchase is easy).
This advice is for private as well as national security.
