You need to look at the state laws in the state you live in. Most states require a very long process of looking into your past at anything that would make you unexceptable- abuse charges, calls for domestic violence, child abuse, neglect, etc. Any drug related charges are looked at, any drinking and driving, etc. Anything at all that would put children at risk is looked at.

Once you make it through that level, you most likely have to become certified in child care. You sound like you just don't know one way or another. I wouldn't recommed getting into foster care, especially fostering abused kids, unless you KNOW you want to.

Become a baby sitter or work at a day care first. Watching kids, and having a bunch of abused kids in your home are two different things.

Only other way is to apply to become an actual foster carer!

There are loads of agencies, your local authority, national fostertin agency, snshine fostering, just google it and they'll all come up!
