It's a common fault which seems to affect mainly Pug 306's. I have a 205TD with central locking and that all works fine. We also have a 405TD and everything works fine on that.
Another common fault seems to be sunroof seals.

Your locking fault is most certainly caused by the common broken loom in one of the front doors. To fix carefully cut the rubber boot and check the condition of the larger wires ie Blue and red wires as these commonly brake causing your described problem these also control electric mirrors. To repair broken wires you will have to remove the front door in order to get easy access and either solder in a new loom kit £50.00 from peugeot or solder in a new length of cable to repair the damaged wires and use shrink rap to insulate, tape up cut boot replace door job done.

could be your control box under the drivers seat . it gets wet and floats in water
if its a diesel its under the back seat
its a grey box and it should have a brown plug and possibly two others
