well, you're not supposed to know. in fact, no one knows for sure who the present Stig is. Perry McCharty revealed in his book Flat Out, Flat Broke, that he WAS the 1st Stig. Earlier this year, there were rumours that the present Stig is ex-f1 driver Julian Bailey. Somehow, i think it's best if The Stig's indentity is kept a mystery.

The Stig is an ex formula 1 driver called Perry McCarthy.
he never really made it in f1 but is a great driver as you will know from watching the show.
Now you know you'll have to be sworn to stig secrecy!!

There is Speculation that the Stig is Tiff Nedell from 5ives 5th gear. But who cares who the stig is its better not knowing. Its more mysterious

Only guessing, but I think it's a top (current) racing driver who was already working for another UK motoring show, and their contract doesn't allow them to APPEAR on similar programmes.
So the producers came up with the 'never takes of his hat' idea (actually a bit of innuendo from 'smokey and the bandit') so that they could use him on the show, without having to show him in use...
