So, not a hobbit; and not (exactly) a human. And I think we can rule out dwarf and elf as well as orc.
As far as I know it's never really made quite clear who or what Tom Bombadil is, other than "he is as you have seen him" and "He is the Master of wood, water, and hill."

The description of how he looks makes him sound a bit like a leprechaun. But it isn't made clear in the book(s).

haven't read those books since I was a child. In my head he comes up as being a dwarf, but since I haven't read it in so long I wouldn't know what the books say
