third, employ your journalists and other workers
fourth, get a good editor
fift, know your target market, (politics, religion, sports, pleasure).
sixth and last, produce and sell, we will buy and read.

I am guessing you need to decide how big you want your paper how many pages etc. You need to sell some space in the paper to advertisers and people wanting advertise stuff fo sale if its a local paper. Then you need stories and pictures and any relevant events going on you will also need a crossword and suduko puzzle in there somewhere, get it all on the computer and send to a printers by the end of the day so they can get on press and off to the shops in the morning. I sure its not as easy as I made that sound.
