Some people voted against a corrupt politician or two, with specific local issues framing that decision.
Some people voted Democratic in hopes of legislative gridlock, because they feel the country does best when the elected government can do the least.
I think this was nationally more perceived in the USA as a referendum on the two parties in power rather than the President, and Republicans have had quite a bit of scandals of late.

You know this is wierd. I got the privilage to met some British Air Force guys during Desert Storm. I went and said that I would rather have Margaret Thatcher as our president than George H.W. Bush. The Pilots said to me that they thought that G.H.W. was way better than Thatcher. I was trying to strike up a conversation with them. I voted for G.H.W. Bush and I voted republican because I did not want Kerry in office, I have no respect for him. I do not regret nor will I ever about putting George W. in office. Sorry if you all don't agree, but if you don't back your President and your country I say that you should leave it and go somewhere else.
