Yes, any bank will do this when supported with the correct identification. You may have to pay a surcharge however as you will be converting Sterling to Euros.

Yes. In fact a US cheque can also be cashed, it will take longer to clear and you might be charged a fee, but it can be done. I would speculate that most currency cheques can be cashed as long as they clear. Having said this, you might want to check with individual banks on their specific practices.

yes but you would probably need a bank account. the bank there has no way of knowing if there are funds in account so cheque would have to be deposited into account and funds cleared before any money released.
