He had to power to do it. He just withdrew Federal Funds and vetoed the act renewing their charter. After he was out of office the economy collapsed, and he escaped blame.

He was one of the most evil Presidents. He also deported the Cherokees from their lands. When the court ruled against him, he said "John Marshall has made his decision, now let him enforce it!"
